Project PURE Mozambique – Rural Electrification and Productive Use of Climate Resilient Energy

Enabel, in partnership with FUNAE – Mozambique’s Energy Fund, has been developing a financing proposal to submit to the Green Climate Fund (GCF). The PURE Mozambique Project aims to strengthen climate resilience in rural areas by increasing access to energy and promoting solutions for productive use of intelligent renewable energy against climate (PURE). The project proposes an integrated and climate-resilient approach to rural electrification while contributing to climate change mitigation and adaptation to its impacts.

The initiative provides for the implementation of 30 to 40 mini-solar networks in rural communities currently without access to the power grid, allowing about 8,000 new connections and an estimated reduction of approximately 399,000 tonnes of equivalent CO2 (tCO2eq). At the same time, between 300 and 400 intelligent productive use solutions (PURE) will be encouraged to strengthen rural livelihoods and reduce the vulnerability of communities to climate impacts.

The project is structured into four interconnected components:
(i) institutional reinforcement and training of the FUNAE;
(ii) development of a portfolio of investment-ready mini-networks and PURE solutions;
(iii) the construction and entry into operation of mini-networks by private promoters selected through public procurement;
(iv) Implementation of Results-Based Financing Incentives (RBF) aimed at PURE promoters, with the aim of stimulating the adoption of performance generating and climate-resilient equipment such as solar irrigation, cooling, grinding and conservation systems.

The project is part of the National Coordination Platform (Country Platform) led by the Government of Mozambique, a mechanism aimed at harmonising funding flows, aligning technical support and strengthening the political and strategic framework for sustainable national transformation.

In accordance with the GCF’s transparency and public disclosure requirements, the Project Safeguards Manual is also available, a document identifying the potential social and environmental risks and impacts as well as the measures envisaged for their prevention, mitigation or compensation while ensuring the maximisation of positive impacts.
