Brussels, 17 March 2026 – Belgium and Mozambique are deepening their partnership in renewable energy through a cooperation model designed to mobilise climate finance, strengthen institutions and unlock private investment.
Cooperation is being highlighted this week during RENMOZ in Europe , a two-day event in Brussels, where the Mozambican government and the European private sector are debating how to translate national energy commitments into structured and investment-ready programmes.
Mozambique’s Energy Transition Strategy sets an ambitious goal: universal access to electricity by 2030. In order to achieve this goal, around 19 billion dollars will be needed in investments in the sector, of which approximately 50% should come from private capital. The achievement of this ambition depends not only on financing, but also on reliable governance, transparent procurement systems and regulatory frameworks aligned with international climate finance standards.
In the words of President Daniel Chapo: "This transformation cannot be done alone. It requires solid partnerships. We built on a long trust base with Europe – today focused on investment, innovation and the joint creation of opportunities."
With enormous potential, solutions outside the power grid position themselves as a fundamental tool to expand access to energy in rural and unassisted areas. Translating the partnership into action, the Mozambique National Energy Fund (FUNAE) and Enabel work together to strengthening institutional and regulatory conditions which make renewable decentralised energy commercially viable.
As Isália Dimene, CEO of FUNAE explains: "The partnership between FUNAE and Enabel has been crucial to accelerate the expansion of access to energy in rural areas. It also contributes to strengthening institutional coordination and alignment among the various actors in the energy sector, promoting an integrated approach to off-network electrification and mobilization of climate finance, in order to capitalize on private sector participation in projects that contribute to the country's sustainable and inclusive development."
For Belgium, this reflects a deliberate development in international cooperation. Public funding is used as catalyst capital – reducing structural risk, strengthening governance systems and enabling markets capable of sustaining long-term investments.
"In Mozambique and many of our partner countries, Enabel acts as a facilitator of climate finance, helping governments navigate through complex funding mechanisms, develop appropriate institutional capabilities and transform ambitious climate plans into viable and implementable projects. From supporting access to the resources of the Green Climate Fund to implementing innovative instruments such as climate debt exchanges and carbon markets, our role is to bring together partners and make funding work for real climate action on the ground. RENMOZ demonstrates how strong coordination between institutions can unlock the scale of investment needed for a resilient and low carbon future," says Jean Van Wetter, CEO of Enabel.
