Mozambique is moving towards the creation of a Strategic Coalition to Financing Electrification Outside the Network
New York, September 23, 2026 — The Government of Mozambique announced its intention to create a Strategic Coalition for Electrification Financing Outside the Network, bringing together development financial institutions, climate and energy funds, development partners, foundations and private investors.

The announcement was made during the High Level Round Table, held in the margins of the 81st Session of the United Nations General Assembly, under the leadership of the Government of Mozambique and with the support of Sustainable Energy for All (SEFORALL) and Enabel.
The initiative aims to support the creation of a phased and predictable national financial architecture, combining grants, guarantees, concessional capital, commercial financing and results-based instruments.
The aim is to reduce investment risks, increase the sustainable participation of the private sector and accelerate universal access to energy.
“Mozambique needs to move from isolated projects to a national financial architecture capable of supporting investments on a scale. For the FUNAE, this initiative should result in concrete instruments, a portfolio of financing projects and a greater national capacity to prepare, finance and monitor investments. Electricity should also promote productive uses of energy, employment, income and industrialisation in rural areas.", He said Mety Oreste Góndola, Chairman of the Board of Directors of FUNAE, FP.
THE National Path of Electrification at the Lowest Cost identifies off-network solutions as essential for reaching communities, predicting about 2.5 million links and an estimated investment need of approximately 1.1 billion dollars.
Mozambique has already mobilised EUR 42 million from the Green Climate Fund and EUR 20 million from the European Union (EU) for mini-networks and productive uses of energy to be implemented in partnership with the Belgian Agency for International Cooperation, Enabel.
The partnership between Enabel and FUNAE has over a decade and has evolved with the needs of the sector, from rural electrification and renewable energy projects to institutional strengthening and the mobilisation of climate finance.
Over the past three years, we have worked with the FUNAE to strengthen its ability to act as a fund and mobilise and manage different sources of funding. With the new Coalition, we want to continue this work, bringing this experience closer to other partners and contributing to more resources that can be mobilized to the priorities of electrification outside the Mozambique network."

During the session, FUNAE, Enabel and Sustainable Energy for All (SEforALL) signed a Letter of Intention to strengthen cooperation in the implementation of the project approved by the Green Climate Fund. The signing was witnessed by Mozambican Head of State, Daniel Chapo.

No âmbito da parceria, o FUNAE será responsável pela implementação do projecto, incluindo o apoio aos promotores das soluções de uso produtivo de energia; a Enabel vai assegurar a supervisão estratégica e financeira, bem como a assistência técnica e capacitação; e a SEforALL prestará apoio técnico à gestão do financiamento e ao acompanhamento dos resultados. As três instituições vão trabalhar em coordenação com o Governo de Moçambique, no âmbito da plataforma nacional de coordenação para o desenvolvimento de mini-redes.
A Carta de Intenções formaliza a colaboração entre as três instituições na implementação do programa PURE Rural Mozambique Climate, na sequência da aprovação do programa pelo Conselho do Fundo Verde para o Clima em Março de 2026.
