FUNAE and Enabel sign Subsidiary Agreement for Mini-Networks Expansion and Productive Use of Renewable Energies

Maputo, 11 June 2026 — Today, in the presence of His Excellency, the Minister for Mineral Resources and Energy, Estévão Pale, in Maputo, held the signing ceremony of the Subsidiary Agreement for the project. PURE – Energy and Productive Use, an initiative aimed at promoting climate resilience through access to energy and business development in rural areas of the country.

The agreement signed today is budgeted at USD 50 million, financed by the Green Climate Fund (GCF) and will contribute to accelerating access to energy through the construction of generation infrastructures to be built by the private sector.

On this occasion, the Chairman of the Board of Directors of FUNAE, Mety Gondola, stressed that signing the agreement is, above all, the beginning of the commitment to make a difference in the lives of community residents. With energy, we believe that our brothers in communities can extend their time of contact with the school, as a point through which social transformation can be made.

In turn, Enabel National Director Adrian Tas stated that this step was only possible thanks to the presence and commitment of the Government of Mozambique: MIREME, which leads; FUNAE, our direct partner in this agreement; and ARENE, whose regulatory role gives predictability to the sector.

This agreement is also an expression of the European Team approach: Belgium in coordination with the European Union, Sweden and Germany, acting as a single partner alongside Mozambique, which over the past few months has transformed an intention into a tangible project," he added.

The GCF funding is added to the already mobilised contributions to the energy access agenda: 20 million from the European Union, 24 million from Germany, through KfW, and 11 million from Sweden — raising the global package to over 100 million dollars all geared to the National Mini-Networks Acceleration Program. This joint mobilization is an expression of the "Europe Team" approach and of the coordination provided by the National Energy Platform, led by the Ministry of Mineral Resources and Energy, which is part of, in addition to the cooperation partners, ARENE, FUNAE and EDM

The implementation of the PURE project will take place over the next seven years (2026 – 2033), with co-financing mechanisms that also mobilise the private sector as a promoter of mini-networks and productive use solutions in communities.
